Noone cashes it out. Delegation out not always means making money. Most of my delegations were done to support communities, and they were done even before the hive fork.
And if you checked my transactions, I didn't cash out even a single Hive token. I ever reinvest them into other tokens, even keep growing HP to support communities.
So, before blaming people, try to talk and figure out what is what.
