Looks like something literally ate the tops off so I'm thinking possibly a deer? You can use mothballs in a netted sack that might help keep them away if it was a deer.
I completely understand how you feel. This year, I invested in fencing around my garden and the deer have not gone over it.
I hope you find a solution. Replant....it's not too late!
