Is FIFA and other football bodies being partial with the sanctions of Russian football and investors?

I am really not a politics person, but one thing I don't like is to keep quiet anytime I see someone or an institution being partial. Since football is all about fairness then I think the recent act of FIFA and other football bodies concerning this Russia invasion on Ukraine needs to be talked about.
I am not supporting Russia action of invading Ukraine, instead of having a peaceful dialogue but one thing that caught my attention is how FIFA and football institutions are quick to throw themselves into the middle of this crisis.

I can recall vehemently that during the israel attack on palestinians FIFA didn't say anything or sanction Israel football or Investors, even when palestinian flags were brought to the stadium during a football match to show solidarity with them, I remember FIFA criticize the actions of the fans and said they do not meddle with politics.

The big question now is that, why is FIFA quick to throw themselves into this Russia and Ukraine crisis and already placing lots of Sanctions and removing Russian clubs from European competition, since they said they do not meddle with politics.

We can see how Zenith Petersburg was removed from European competition because they were Russia clubs, when can see how Russia are being sabotaged in qualifiers too.

Another aspect is the UK government trying so hard to get Chelsea owner Abramovich to sell the Club he helped brought back to limelight and winning ways, because he his a Russian elite and billionaire.

I strongly condemn any act of violence or war like this Russia and Ukraine crisis and I sympathize with the victims, I pray and wish this comes to an end very soon before more lives or properties are lost.

My point and question still stands that why is FIFA sanctioning Russia since they said they do not meddle into politics? Are they not being Partial? Is football not fair anymore?
