To kick someone when they are down can simply be categorized as criticizing people.
I know the essence of this words is an expression, it definitely cannot be literal. The literal meaning is just kicking someone on the floor, which can be an offense. But the expression makes more sense.
Also, however you wish to define it, the meaning is still not good. You should not kick anyone down, whatever the cause.
I have a few meaning I will like to share below:
