Heaven is a place on earth...
I'll start my writing by defining the meaning of heaven below:
Heaven is the abode of God, the angels, and the spirits of the righteous after death; the place or state of existence of the blessed after the mortal life. (initial capital letter) Often Heavens. the celestial powers; God. Link
Heaven is a spiritual place mostly termed by various religions, but they usually have different names for it.
When a place is tagged as heaven, it is figurative because it is implying that the place has the characteristics of heaven and not necessarily heaven itself. So, people usually say heaven on earth when it seems like the location they are have the characteristics of heaven.
If heaven is a place on earth, I guess we'll know about it by now and it would be like the most sought out place on earth because everyone wants to be in heaven, everyone wants to stay in heaven.
I usually say I'm in heaven when I feel heavenly, the trace if heaven in situations and how things are going.
