I think you are not taking into account that the club is still in breach of their wage cap. They have something like 30% to still get down and this is not over yet. I see reports of them wanting to buy players but where is the money coming from? They have basically sold their television rights for the next 20 years and Barcelona are not out of the woods yet, not by a long way.
I think by selling many players such as Coutinho, Debye, Brightwhite, Trincao, Sergio Roberto .... who the team does not need and not to renew Dembele's contract by a large percentage, with the official signing with a new sponsor in the past days for 4 seasons, they will have made great strides in Improving the financial situation Gradually get out of this crisis,And in the event of contracting with new players, there will be consideration in the financial aspect

I think that it's way too early to conclude that barcelona are back to their highest level and manchester united has spiritual problems going on at the club.
Xavi's Barcelona cannot be compared to Guardiola's Barcelona at the moment, but they are on the right track to return to an earlier era

I wouldn't say Barcelona are back to their usual best but I can say that they are better than United at the moment and it might be too early to say Barcelona are moving up due to the El Clasico victory but still, I would say they command more respect and fear than this structureless Manchester United side.
According to the results and performance, not only in the El Clasico match, but even in the matches before it, they show that they are on the right path, with the possibility of improving much more with the succession of matches.
