Its a form of sauce made from meat stock, in this case from beef. Its not quite as thick and viscous as ketchup. It's thinner like a thick soup. The British usually put it over roasted meat. In the North of England they also serve it over chips. Which are French Fries. Although traditional British chips are thicker than French Fries.
