It was inaugurated on August 10, 1938 with an initial capacity of 10,000 spectators, on the occasion of the Bolivarian Games that celebrated the city, after obtaining the headquarters of this first version in the session of the International Olympic Committee held in Berlin in 1936, disputed with Caracas.

Councilman Luis Camacho Matiz, son of Nemesio Camacho (former tram system manager), accepted the proposal, and offered his father's "El Campín" hacienda (located in the old Cundinamarca street) as land to build the stadium. The name came from a Spanish translation of the English term "Camping", since the sector where the stage was built was a large green area widely used for camping.

For its construction, the German calculating engineer Federico Leder Müller, who made the architectural designs, the engineer Rafael Arciniegas as builder and the engineer Alberto Dupuy as the supervisor of the work were designated. The works were delayed due to the heavy rains that affected the city during the months prior to its inauguration, which caused the overflowing of the Arzobispo River (currently channeled through NQS Avenue), which is why it was inaugurated on August 10, 1938 and not the 6 as originally planned to be the date of the celebration of the fourth centenary of the city.

The first football match that took place in the stadium was played between Ecuador and Colombia, on August 10, 1938, where the Ecuadorian team faced the Colombian team represented by the Municipal Sports Club official team of Bogotá; the first two football games of the Bolivarian Games had been held at the Alfonso López Pumarejo Stadium (opened in 1936).
